SAN FRANCISCO – On January 21, 2026, OpenAI announced the launch of OpenAI’s Education for Countries, a new strategic pillar aimed at helping nations integrate artificial intelligence into their schools and workforces. This initiative is designed to address what OpenAI calls a “capability overhang,” representing the widening gap between the advanced potential of AI tools and how they are currently utilized by the public.
Addressing a Shifting Workforce
The program comes at a critical juncture for global labor markets. Research indicates that by 2030, approximately 40% of the core skills currently used by workers will change, largely due to the influence of AI. OpenAI intends to close this gap by embedding AI tools, training, and research directly into the infrastructure of universities and K-12 systems.
The initiative focuses on three primary goals: personalizing learning, reducing administrative burdens for teachers, and preparing students for a workforce increasingly defined by AI.

A Comprehensive Suite of Tools and Training
OpenAI’s Education for Countries provides a multifaceted support system for participating governments and university consortia:
- Advanced AI Access: Countries will have access to ChatGPT Edu, GPT-5.2, and specialized “study mode” and “canvas” features that can be tailored to local educational priorities.
- National Research Initiatives: OpenAI will collaborate with ministries on large-scale studies to measure how AI impacts teacher productivity and student learning outcomes.
- Certifications and Training: Through the OpenAI Academy, the program will offer ChatGPT-based certifications, providing students and educators with practical skills that signal AI proficiency to future employers.
- Global Partner Network: A new network will allow education leaders and researchers to share insights and establish responsible approaches to AI deployment.
Early Success in Estonia and Beyond
The initial cohort of participants includes Estonia, Greece, Jordan, Kazakhstan, Slovakia, Trinidad & Tobago, the United Arab Emirates, and Italy’s Conference of University Rectors (CRUI).
Estonia has already emerged as a leader in this space, deploying ChatGPT Edu nationwide to more than 30,000 students and educators in its first year. Ivo Visak, CEO of Estonia’s “AI Leap” program, stated that the partnership aims to provide “equal access to AI tools purpose-built for learning” in the “smartest way” possible. Additionally, a longitudinal study involving 20,000 students is currently underway in collaboration with the University of Tartu and Stanford to evaluate long-term learning benefits.
Safety and Phased Implementation
OpenAI is emphasizing a phased rollout to ensure safety and curriculum alignment. While ChatGPT Edu is already available to university students, its introduction to high schools begins with small-scale pilots developed alongside local leaders. To protect younger users, OpenAI is working with partners like Common Sense Media to develop AI literacy content and is implementing age-appropriate model behavior improvements.
This initiative builds on OpenAI’s broader mission to ensure that powerful technologies expand opportunity for everyone. The organization expects to announce its next cohort of participating countries later in 2026.
