India’s development trajectory is shaped by how its states perform in critical public service sectors. In this exclusive research-based feature, RMN News ranks the Top 10 Indian States using three vital indicators: Education, Healthcare, and Law & Order.
With updated data, including the just-released India Justice Report 2025, this article provides a credible snapshot of how states are serving their citizens in 2025.
📊 Methodology
Each state was scored on three performance indicators:
- Education – from the SDG India Index 2023–24
- Healthcare – using the NITI Aayog Health Index 2023
- Law & Order – based on the India Justice Report 2025
Each parameter was normalized and weighted as follows:
- Education – 40%
- Healthcare – 35%
- Law & Order – 25%
The final Overall Score reflects this weighted average, allowing for a balanced comparison across sectors.

Top performers include Kerala, Tamil Nadu, and Maharashtra. Kerala again leads with high health infrastructure coverage and maternal-child health outcomes. Tamil Nadu and Maharashtra benefit from state-run insurance programs and strong immunization drives.

⚖️ Law & Order: India Justice Report 2025
The India Justice Report 2025 brings updated, data-rich insights into state performance across police, judiciary, prisons, and legal aid. Top 5 large and mid-sized states in this year’s rankings:
- Karnataka
- Andhra Pradesh
- Telangana
- Kerala
- Tamil Nadu
