Berset Stresses Democratic Security and Ukraine Support at EPC Meeting

A central theme of the Secretary General’s message is the imperative of ensuring democratic security.

Copenhagen, Denmark – Council of Europe Secretary General Alain Berset is participating in the 7th meeting of the European Political Community (EPC), hosted by Denmark in Copenhagen from October 1 to 3. The high-level gathering brings together European leaders to focus on critical issues including support for Ukraine, security and resilience, and formulating Europe’s collective response to current geopolitical challenges.

During his attendance, Secretary General Berset is set to address the major geopolitical shifts impacting both Europe and the broader international order. He plans to emphasize the crucial role of the Council of Europe’s New Democratic Pact—a dedicated commitment to safeguarding democracy, human rights, and the rule of law—as fundamental pillars necessary for stability and peace.

A central theme of the Secretary General’s message is the imperative of ensuring democratic security. He will underline that resilient democracies form the foundation necessary for a Europe capable of withstanding both traditional threats and evolving hybrid pressures.

In this context, Berset is highlighting the Council of Europe’s key function in supporting Ukraine. Specific actions include the establishment of the Register of Damage, work toward future accountability mechanisms, and the implementation of the Action Plan Resilience, Recovery and Reconstruction (2023–2026). This Action Plan specifically backs crucial reforms vital for Ukraine’s European Union accession and its democratic security.

Secretary General Berset’s visit includes several engagements over the three days. On October 1, he will attend a dinner hosted by Their Majesties The King and Queen of Denmark. On October 2, he is scheduled to participate in a roundtable dedicated to “Security and resilience,” organized by Denmark, in addition to attending the plenary session and engaging in bilateral meetings with other European leaders.

Following the conclusion of the EPC meeting, Secretary General Berset will embark on an official visit to Denmark on October 3. This visit will involve discussions with national authorities concerning cooperation with the Council of Europe and shared priorities. He is slated to meet with Prime Minister Mette Frederiksen for an exchange covering current political developments across Europe, Denmark’s contribution to the Council of Europe’s endeavors, prospects for strengthening bilateral cooperation, and ongoing migration issues.
