
DDA Approves Delhi Master Plan 2047 and New Housing Redevelopment Policy for Older Homes
The Delhi Development Authority has officially cleared the Master Plan for Delhi 2047 and a uniform redevelopment policy for 50-year-old two-storey homes. These major decisions aim to modernize the capital’s infrastructure, simplify building approvals, and guide urban growth over the next two decades.

In a landmark meeting chaired by Lieutenant Governor Taranjit Singh Sandhu on August 12, 2026, the Delhi Development Authority (DDA) approved the Master Plan for Delhi 2047 (MPD-2047). This comprehensive framework is designed to govern the city’s development for the next 20 years, focusing on housing, mobility, economic growth, and environmental sustainability. Initially framed for a 2041 horizon, the plan was re-aligned with the national 2047 development timeline and will now be sent to the Union Ministry of Housing and Urban Affairs for final notification.
A significant highlight of the meeting was the approval of a uniform redevelopment policy for DDA-built two-storey houses that are at least 50 years old. Previously, owners of these units lacked a clear framework for reconstruction, unlike those with vacant residential plots.
Older DDA homes now have the same redevelopment rights as vacant plots, enabling safer and more modern reconstruction for residents.
Under the new policy, these older properties, such as those in Naraina Vihar, will receive redevelopment rights on par with vacant plots. While owners can now demolish and rebuild, they must adhere to current Master Plan provisions, including Floor Area Ratio (FAR), height limits, fire-safety rules, and structural safety requirements.
To improve the ease of doing business, the DDA also amended the Unified Building Bye-Laws of 2016. The update de-links the requirement for prior No Objection Certificates (NOCs) from four specific agencies—the Delhi Pollution Control Committee, Chief Inspector of Factories, Delhi Jal Board, and the Forest Department—from the initial building-permit process. This move is intended to reduce procedural delays and accelerate construction approvals across the city.
The Master Plan 2047 sets a twenty-year roadmap for Delhi’s sustainable growth, focusing on integrated housing and improved metro connectivity.
In terms of infrastructure, the Authority cleared a land-use change for a Metro depot in Narela to support the Rithala-Kundli corridor. This extension of the Red Line is expected to enhance connectivity between northwest Delhi and Haryana, potentially attracting new investment in housing and services.
Additional approved land-use changes include:
- Sarojini Nagar: A large plot adjacent to the residential area will change from “Transportation” to “Residential” use.
- Gazipur: Development of a Waste-to-Energy plant to support the “Clean and Green Delhi” initiative.
- Education and Research: Expansion of Bharatiya Vidya Bhavan at Copernicus Lane and a new headquarters for the Veterinary Council of India in Roshanpura.
The DDA also approved the denotification of the Mangolpuri and Keshopur industrial areas to improve municipal maintenance and functionality.
