
UNESCO and Education Ministers Issue Global Declaration to Preserve Education as a Human Right and Common Good in the AI Era
More than 25 education ministers and designated global representatives adopted a landmark Ministerial Statement at UNESCO Headquarters in Paris, calling for artificial intelligence in education to be governed as a public common good and a human right. The joint declaration establishes eight strategic action priorities, emphasizing that AI integration must protect teacher agency, safeguard learner data, and remain subject to public oversight. Concurrently, a new UNESCO survey revealed that while 93% of higher education academics report students using generative AI, 63% perceive a decline in students’ cognitive capacities.

Global Education Leaders Unveil AI Declaration in Paris
During UNESCO’s Digital Learning Week 2026 held at UNESCO Headquarters in Paris under the theme “Education in the age of AI: Facts | Frictions | Frontiers”, over 25 education ministers and designated national representatives adopted a global Ministerial Statement. The declaration calls on governments, technology providers, and academic institutions to ensure that education remains a fundamental human right and a public common good amid rapid artificial intelligence deployment.
The Ministerial Statement addresses the profound shifts AI causes across learning environments, including changes in how students reason, how teachers exercise professional judgement, and how educational outcomes are evaluated. Crucially, global leaders affirmed that learning is fundamentally compromised when automated AI systems substitute for human relationships and professional teaching expertise. UNESCO Assistant Director-General for Education Qun Chen highlighted that integrating AI into schooling must be governed through public decision-making, deliberative oversight, and direct accountability.
Eight Strategic Priorities for Ethical AI Integration
To ensure AI serves the public interest, the Ministerial Statement outlines eight actionable priorities for governments and educational authorities worldwide:
- Restore Public-Interest Conditions: Ensure AI tools remain auditable, data-portable, and subject to public oversight, even when offered via vendor agreements, donations, or free tiers.
- Protect Critical Understanding: Deploy AI tools that prompt active reasoning and cognitive effort, backed by investment in digital competencies through UNESCO’s student and teacher AI competency frameworks.
- Cultivate Teacher Agency: Invest in comprehensive teacher preparation and guarantee that educators participate in decisions regarding classroom technology, ensuring AI supports rather than replaces teacher authority.
- Safeguard Learners and Age Appropriateness: Enforce child-rights-centered AI governance with explicit mechanisms allowing institutions to pause or discontinue AI usage when necessary.
- Govern Student Data in the Public Interest: Recognize learners and educators as rights-holders over their personal data, involving them in governance decisions.
- Embed Equity and Inclusion by Design: Mandate multilingual system design and localized evaluation across diverse cultural and capability contexts.
- Calculate Total Ownership Costs: Require institutions to evaluate long-term financial and technical costs before adoption, favoring open-source, interoperable, and portable digital solutions.
- Pool Regional and National Governance Capacity: Build shared governance networks so individual school systems do not face concentrated AI market power alone.
UNESCO Survey Reveals AI Impact on Higher Education
In tandem with the ministerial agreement, UNESCO published the results of its second annual survey on AI in higher education, gathered across the global UNESCO Chairs network. The survey indicates widespread adoption alongside growing pedagogical concerns:
- Assignment Usage: 93% of surveyed academics state that students actively use generative AI to produce academic assignments.
- Cognitive Capacity: 63% of academics report a perceived decline in students’ cognitive and critical thinking capacities due to generative AI reliance.
- Policy Preferences: Fewer than 1% of respondents favor an absolute ban on AI, while only 2% support unrestricted usage, with the vast majority favoring conditional use or disclosure requirements.
- Guidance Need: Two-thirds of faculty members noted that formal guidelines from professional academic societies would be useful or very useful.
Institutional Accountability and Global Frameworks
The Ministerial Statement explicitly calls on commercial AI providers to demonstrate verified educational benefits prior to classroom deployment, ensure algorithmic explainability, and take full legal and ethical accountability for potential harms.
This global call builds upon UNESCO’s existing normative work, including its 2021 Recommendation on the Ethics of AI, the 2023 Guidance for Generative AI in Education and Research, and its 2024 AI Competency Frameworks. To date, UNESCO has directly assisted 58 countries in implementing quality-assured AI training programs and digital curricula. Public consultations on UNESCO’s draft policy document, Sustaining education as a common good in the age of AI, remain open, with final policy briefs set for publication at Digital Learning Week in March 2027.
