DJB JE Promotion Anomalies: RMN News Publishes Unanswered Editorial Notice and Gives DJB Final Opportunity to Respond

RMN News has made public its September 11 editorial notice concerning alleged anomalies in the Delhi Jal Board’s 2026 JE (Civil/E&M) promotion process after receiving no response by the September 15 deadline. DJB is being given another opportunity to respond within the next couple of days, failing which RMN News will consider escalating the matter to appropriate higher administrative and judicial forums.

RMN News had issued an editorial notice to the Delhi Jal Board (DJB) on September 11, 2026, seeking the department’s response to allegations concerning anomalies in the promotion list for Junior Engineer (Civil / E&M) through the Limited Departmental Competitive Examination (LDCE). The notice gave the DJB management until September 15, 2026, to respond, but no response was received by the stated deadline.

RMN News is therefore making the case public by reproducing the editorial notice below. At the same time, the DJB management is being given another opportunity to respond within the next couple of days. In the absence of a substantive response, the matter will be escalated to the appropriate higher administrative and judicial forums for consideration.

Editorial Notice: Regarding alleged anomalies in the promotion list for Junior Engineer (Civil / E&M) through Limited Departmental Competitive Examination (LDCE)

Dear DJB CEO,

I am a government national award-winning journalist and founder of the humanitarian organization RMN Foundation. Along with my editorial and social work, I run the public-interest initiative RMN Consumer Rights Network. Since I take up the cases of aggrieved citizens in order to sensitize government departments about grievances and alleged injustices, some concerned citizens have approached me with their grievances relating to the DJB promotion anomalies stated above.

They allege that the DJB management has not followed the applicable departmental rules in the promotion process and has thereby favoured certain candidates, resulting in the release of a promotion list for Junior Engineer (JE) (Civil / E&M) under an Office Order issued in March 2026. Their complaint highlights the promotion of at least three candidates holding technical diplomas obtained through distance education from JRN Rajasthan Vidyapeeth (Deemed University), whose validity for the relevant promotional purpose is disputed by the complainants.

The complainants allege that JRN Rajasthan Vidyapeeth never possessed the requisite AICTE or UGC approval to impart engineering/technical courses through distance learning. They contend that the promotion of candidates whose qualifications were allegedly not eligible for consideration unjustly deprives properly qualified candidates of their legitimate promotion claims and affects their seniority and promotional opportunities.

The affected candidates cite alleged violations of various laws and regulations, including DJB’s own rules, and contend that the DJB management has regularized allegedly irregular promotions. The complainants further allege that the DJB management has not complied with relevant AICTE and UGC directives concerning the authority of JRN Rajasthan Vidyapeeth to offer technical education through distance learning.

Additionally, the complainants cite various Supreme Court and High Court judgments which, according to them, establish that technical qualifications obtained through the JRN distance-learning route are not valid for promotions in the circumstances of this case.

On the basis of these allegations, they contend that the promotion process has violated Articles 14 and 16 of the Constitution of India, concerning equality and equal opportunity in public employment, in respect of eligible candidates. They further allege possible procedural malpractice in issuing vigilance clearances and promotion orders to certain candidates despite the disputed qualification status and alleged ongoing vigilance scrutiny.

In view of these claims, the complainants seek relief including cancellation of the allegedly invalid promotions, promotion of eligible candidates, and institution of a departmental inquiry for a thorough examination of how vigilance clearances and promotion orders were issued despite the alleged qualification-related issues.

With this editorial notice, I am giving the DJB management an opportunity to respond to these allegations and provide its position before I consider making this case public with full details on my news site, rmnnews.com. I expect the DJB response on or before September 15, 2026.

DJB is given another opportunity to respond

The above notice was sent to the DJB management on September 11, 2026, with September 15 specified as the deadline for a response. No response was received by RMN News by that deadline.

RMN News is publishing the notice in the public interest so that the allegations raised by the concerned citizens are placed on record and the DJB management has a further opportunity to clarify its position. If DJB provides a substantive response within the next couple of days, RMN News will consider that response as part of its further editorial examination of the matter.

If no substantive response is received within this additional period, RMN News will consider escalating the matter to the appropriate higher administrative and judicial forums, along with the documentary material and representations available to it. Any further report will distinguish between allegations made by the complainants, documentary evidence, the DJB’s response, if any, and findings that can be independently established.
