Strasbourg Roundtable Deconstructs Kremlin Voting Operations

The recent parliamentary balloting in Russia has drawn sharp condemnation from international assembly leaders and exiled opposition figures, who characterized the exercise as a tightly orchestrated sham intended to reinforce Vladimir Putin’s autocratic grip. Meeting at a dedicated parliamentary roundtable in Strasbourg, participants analyzed the political fallout of the Duma vote while charting a path toward a future democratic Russia.

The event, titled “Fake ‘elections’ in Russia: what next?”, was held on the opening day of the Parliamentary Assembly’s autumn plenary session in Strasbourg. Organized by the Parliamentary Assembly’s Platform for dialogue with Russian democratic forces alongside the Political Affairs Committee and its Parliamentary Alliance for free and fair elections, the forum provided a platform for two-way exchanges between exiled Russian democratic advocates and European assembly members.

Russian political scientist Ekaterina Schulmann presented an analysis evaluating the utility and effectiveness of the regime’s election apparatus. Schulmann questioned why the Kremlin insists on conducting voting rituals and assessed whether the operation achieved its desired goals. While acknowledging that the autocratic machinery managed to deliver official figures without systemic failure, Schulmann pointed out that the regime failed to preserve its coveted facade. She described the overall process as ugly, messy, and inconclusive, noting that the voting revealed internal strains despite official claims of stability.

Systemic Exclusion and Forced Balloting in Occupied Territories

Full returns released by the Central Election Commission confirmed that United Russia, the primary party supporting Putin, captured over three-fourths of the seats in the State Duma—a record high share. However, this electoral outcome was manufactured through the near-total exclusion of genuine opposition parties and candidates from the ballot during the three-day voting period spanning September 18 to September 20.

The Kremlin relied on an aggressive state media campaign and stringent state control over every phase of the voting process to secure political dominance. These measures were executed against a backdrop of severe economic strain and long-range Ukrainian drone strikes. To artificially inflate turnout, authorities expanded balloting over three days and introduced electronic voting across several regions, achieving a reported turnout of nearly 60 percent among 111 million eligible voters—the highest recorded for a parliamentary election in over a decade.

This election marked the first parliamentary vote conducted since Moscow initiated its full-scale invasion of Ukraine in 2022. In direct violation of international law, voting was forcibly extended into Ukrainian territories seized and illegally annexed by Moscow in 2022, as well as Crimea, which was illegally annexed in 2014. Officials in Kyiv strongly denounced the voting in these occupied regions as illegal and void.

Parliamentary Assembly Reaffirms Vision for a Post-Putin Russia

Wrapping up the discussions, Petra Bayr, President of the Parliamentary Assembly, declared that the orchestrated vote did not constitute genuine elections and emphasized that the resulting Duma lacks democratic legitimacy to represent the Russian population.

Despite the Kremlin’s enforced monopoly on power, Bayr expressed firm confidence in the eventual emergence of a democratic Russia founded on fundamental human rights and democratic principles. She affirmed that European institutions and Russian democratic forces in exile will remain prepared for a post-Putin transition, maintaining strategic readiness for the day democratic governance is restored.
