RMN Modi Approval Rating (MAR) Governance Assessment

Overview of the RMN Modi Approval Rating

The RMN Modi Approval Rating (MAR) is a research and editorial initiative developed by Raman Media Network (RMN) under the RMN Democracy Monitor (RDM). It provides an objective, ongoing evaluation of the Union government led by Prime Minister Narendra Modi.

Unlike traditional political approval ratings that rely on public opinion polls or voter surveys, the MAR framework measures governance through tangible policy outcomes, economic metrics, administrative performance, and societal impact. The methodology evaluates the gap between official statistics, policy announcements, independent research, and the everyday conditions experienced by citizens, businesses, and institutions across India.

Provisional Scorecard and Key Findings

For the inaugural quarterly assessment period covering November 1, 2026, to January 31, 2027, the provisional RMN Modi Approval Rating stands at 2.1 out of 10, placing the government’s overall performance in the Poor category.

The overall rating is calculated as the arithmetic mean of 14 distinct indicators, with each indicator carrying an equal weight of 1/14 (total indicator points equal 30, divided by 14, yielding 2.14, which rounds to 2.1).

Breakdown of Assessed Sectors

1. Economic Management and Financial Sustainability

  • Inflation and Purchasing Power (2/10): Household budgets remain under continuous pressure due to persistent retail inflation, elevated food costs, and rising expenses for essential commodities.
  • Employment Generation (3/10): Youth unemployment, structural underemployment, and a shortage of secure, adequately compensated jobs remain primary national challenges.
  • Currency and External Trade (2/10 Rupee Stability, 3/10 Trade Balance): Ongoing depreciation of the Indian rupee against the US dollar accentuates import costs, while structural trade deficits raise concerns regarding export competitiveness.
  • Fiscal Sustainability (4/10): Public debt service obligations and growing government liabilities constrain fiscal space for critical social infrastructure.
  • Data Credibility and Foreign Investment (2/10 GDP Credibility, 2/10 Investment): Divergences between headline GDP figures and underlying economic realities have drawn scrutiny, while net foreign direct investment inflows and capital retention face headwinds.

2. Governance, Integrity, and Administration

  • Corruption and Corporate Accountability (1/10): The evaluation records significant concerns regarding political-corporate ties, public resource distribution, procurement practices, and regulatory transparency.
  • Administrative Efficiency (2/10): Bureaucratic delays, procedural complexities, and administrative red tape continue to challenge citizen interactions with state institutions.

3. Social Development, Safety, and Environment

  • Environmental Governance (1/10): Hazardous air pollution levels and ecological degradation reflect systemic enforcement deficits in environmental protection.
  • Education and Skill Formation (1/10): Disconnects between formal academic qualifications and workplace skills persist, limiting workforce readiness in high-technology domains.
  • Public Safety (2/10): Law enforcement effectiveness, investigation standards, and access to justice present widespread operational challenges.
  • Welfare Allocation (3/10): Budgetary delivery across health, basic education, and rural support programs falls short of demographic requirements.

4. International Standing

  • Foreign Policy and Relations (2/10): Diplomatic influence, trade negotiations, and strategic autonomy face ongoing structural hurdles in aligning international commitments with national outcomes.

Research Methodology and Editorial Framework

The MAR assessment synthesizes data across seven core streams:

  1. Official statistics, national accounts, and budget reports.
  2. Independent economic studies and academic research.
  3. Analyses published by international institutions.
  4. Documented investigative reporting and public-interest inquiries.
  5. Judicial filings, court orders, and regulatory disclosures.
  6. Verified administrative developments.
  7. Policy outcomes and executive decisions.

Under the rating scale, scores between 1 and 2 represent Very Poor performance (serious and persistent shortcomings), while 3 to 4 indicate Poor performance (substantial deficiencies).
