
Council of Europe Pledges Support for Ukraine and Democratic Security
Council of Europe Secretary General Alain Berset visited Paris to discuss crucial issues including support for Ukraine and strengthening democratic security with French President Emmanuel Macron.

Paris, France – Council of Europe Secretary General Alain Berset has concluded an official visit to Paris where he engaged in discussions regarding support for Ukraine, the strengthening of democratic security, and the Council of Europe’s ongoing role within the European and international landscape.
During his visit, according to an official statement of April 11, 2025, Secretary General Berset held a meeting with French President Emmanuel Macron. Their discussions encompassed a range of current geopolitical issues, with a particular focus on the Council of Europe’s crucial role in upholding democratic security and contributing to peace and stability across the continent.
Furthermore, the Secretary General met with France’s Minister for Europe and Foreign Affairs, Jean-Noël Barrot. In this meeting, both parties reaffirmed the significance of achieving a just and lasting peace in Ukraine.
Discussions also centred on the Council of Europe’s ongoing efforts to support Ukraine, including the progress towards establishing a Claims Commission and a Special Tribunal for the Crime of Aggression against Ukraine.
Secretary General Berset also presented President Macron and Minister Barrot with details of a new democratic pact. This initiative aims to bolster commitment to democracy, address the expectations of citizens, especially young people, and rebuild trust in institutions through a reimagined, agile, and inclusive democratic approach designed to support the cohesion of European societies.
Other subjects addressed during the visit included the ongoing fight against disinformation, the situation in countries bordering the Council of Europe, the upcoming World Forum for Democracy in November 2025, and the 75th anniversary of the European Convention on Human Rights (ECHR).
In a separate meeting, the Secretary General engaged with the President of the Constitutional Council, Richard Ferrand. Their discussions covered areas of cooperation with the Council of Europe’s Venice Commission and the network of higher courts managed by the European Court of Human Rights. They also highlighted the importance of promoting the rule of law and constitutional values.
