Subject: Urgent Appeal for UN Security Council Intervention to End Escalating Hostilities Between India and Pakistan and Protect Human Rights Following Pahalgam Attack and Ongoing Warfare
To the Esteemed Members of the United Nations Security Council,
I, Rakesh Raman, an established journalist and human rights defender based in India, write to you with profound alarm and an urgent plea for intervention following the recent tragic Pahalgam attack of April 22, which resulted in the deaths of 26 innocent civilians, and the alarming escalation into full-scale warfare between India and Pakistan that began on May 7, 2025, and continues to claim countless civilian lives.
For decades, the relationship between the ruling establishments of India and Pakistan has been plagued by conflict and mistrust. However, the recent surge in violence, marked by the horrific attack in Pahalgam and the subsequent descent into open warfare, represents a dangerous new phase that demands immediate and decisive action from the international community.
As a journalist who has tirelessly documented human rights violations and advocated for peace in the region, I can attest to the fact that the people of India and Pakistan share a deep yearning for peace. The animosity is largely a construct of political establishments, and the ongoing violence is inflicting unimaginable suffering on ordinary citizens who desire nothing more than to live in safety and security.
The current full-scale war between two nuclear-armed states poses an unprecedented threat to regional and international peace and security. The potential for catastrophic escalation is immense, and the continued loss of innocent lives is an unconscionable tragedy. Therefore, I urgently appeal to the United Nations Security Council to recognize the extreme gravity of this situation and to take immediate and decisive action by invoking the relevant Articles of the UN Charter, including but not limited to:
- Article 24: Recognizing the Security Council’s primary responsibility for the maintenance of international peace and security, I implore the Council to actively and urgently intervene to halt the ongoing warfare.
- Chapter VII (Action with Respect to Threats to the Peace, Breaches of the Peace, and Acts of Aggression): Given the current state of open warfare and the grave threat to international peace and security, I urge the Council to consider measures under Chapter VII to enforce a ceasefire and compel both nations to return to peaceful means of resolving their disputes. The scale of the current conflict and the immense loss of civilian life necessitate a robust and immediate response.
- Chapter VI (Pacific Settlement of Disputes): Following an immediate cessation of hostilities, I implore the Council to utilize its powers under this chapter to facilitate meaningful dialogue and negotiations between India and Pakistan.
- Article 34: I request the Council to undertake an immediate and thorough independent investigation into the Pahalgam attack and the ongoing conflict, including the targeting of civilians and other potential human rights abuses.
- Article 36: I urge the Council to recommend immediate and concrete terms for a ceasefire and a pathway towards a lasting peaceful resolution that prioritizes the safety and well-being of the civilian populations.
The escalating violence and the immense loss of civilian lives demand an immediate and forceful response from the United Nations Security Council. Given the complete breakdown of diplomatic channels and the absence of any meaningful bilateral dialogue between India and Pakistan, the prospect of a peaceful resolution through solely bilateral means has regrettably elapsed.
The escalating conflict underscores the urgent need for proactive and decisive intervention by the international community, specifically the UN Security Council, to prevent further devastation. The time for deliberation has passed; decisive action is now imperative to prevent further bloodshed and to safeguard international peace and security. I urge you to consider this petition with the utmost urgency and to act swiftly and decisively to end this devastating conflict. In the absence of international intervention, the lives of countless innocent civilians hang in the balance.
I request for an immediate response from UNSC.
About the Petitioner (Rakesh Raman)

Rakesh Raman is a national award-winning journalist and founder of the humanitarian organization RMN Foundation. Besides working at senior editorial positions with leading media companies, he was writing an exclusive edit-page column regularly for The Financial Express, which is a daily business newspaper of The Indian Express Group.
The RMN Foundation that he manages is a nonprofit, non-governmental organization (NGO) formed in 2015 as an educational and public charitable Trust for the benefit of humanity at large. It is registered with the Government of National Capital Territory of Delhi at New Delhi, India. RMN Foundation is also registered with the Darpan platform of NITI Aayog, Government of India.
Rakesh has been associated with the Varieties of Democracy (V-Dem) Project as a Country Expert for India since 2021 to provide expert research inputs on multiple topics pertaining to democracy and governance. The topics include Regimes, Political Parties, Media, Judiciary, Executive, Elections, and Digital Society. The V-Dem Project is managed by V-Dem Institute under the University of Gothenburg, Sweden.
Earlier, he had been associated with the United Nations (UN) through the United Nations Industrial Development Organization (UNIDO) as a digital media expert to help businesses use technology for brand marketing and business development.
As Rakesh has been facing constant threats including death threats for his editorial and human rights work, the Paris-based international organization Reporters Without Borders (RSF) that defends freedom of journalists has urged the Indian government to save him from threats and persecution.
