Local Leaders Face “Front-Line” Challenges as Europe Grapples with AI, Healthcare, and Migration

Local and regional authorities were identified as key actors in Europe’s human-rights system, responsible for implementing the European Convention on Human Rights and the case-law of the European Court.

STRASBOURG – The 50th plenary session of the Congress of Local and Regional Authorities concluded this week in Strasbourg, highlighting how global crises are increasingly placing local leaders on the “front line” of governance. The session served as a contribution to the New Democratic Pact for Europe, focusing on the regional dimensions of artificial intelligence, healthcare pressure, and migration.

Human-Centered AI Governance

The Congress emphasized that while artificial intelligence (AI) can improve public efficiency and transparency, it introduces significant privacy and human rights risks. Many local officials currently lack the necessary skills and resources to manage these tools. To address this, the Congress recommended establishing human-centered governance structures aligned with the Council of Europe Framework Convention on AI.

Key proposals include ensuring meaningful human oversight for high-risk automated decisions—such as those involving housing allocation or social benefits—and maintaining the “digital only” principle only for large-scale services. For smaller municipalities, the Congress suggested pooling resources for AI procurement to benefit from economies of scale.

Healthcare Systems Under Strain

Europe’s healthcare access is facing “growing pressure” from a combination of ageing populations, shrinking financial resources, and supply chain disruptions. These structural issues have led to rising costs, overstretched services, and a “brain drain” of healthcare workers leaving the profession.

Local strategies discussed to combat these trends include:

  • Support for workers: Improving recruitment and retention through housing, transport support, and burnout prevention.
  • Innovation: Expanding mobile services and digital health initiatives.
  • Capacity building: Enhancing municipality-led prevention and mental health programs.

Safeguarding Social Rights and Migration

The debates underscored that local authorities are uniquely positioned to protect social rights because of their intimate knowledge of “local realities”. The Congress called for robust strategies to ensure equal access to quality education, social housing, and fair working conditions to prevent social polarization.

The issue of migration was a central focus, particularly for coastal regions and islands where global movements impact local democracy. In a debate titled “From borders to boroughs,” local leaders from regions such as Emilia Romagna in Italy and Gaziantep in Türkiye discussed how these global shifts necessitate local-level responses.

Implementing Human Rights Locally

Local and regional authorities were identified as key actors in Europe’s human-rights system, responsible for implementing the European Convention on Human Rights and the case-law of the European Court. Challenges ranging from child protection and environmental risks to freedom of expression and assembly require localized solutions.

To fulfill these obligations, the Congress called for stronger cooperation and a systematic human-rights-based approach, supported by adequate resources from national authorities. Mattias Guyomar, President of the European Court of Human Rights, addressed the members, reinforcing the crucial role local governance plays in upholding fundamental freedoms.
