The CBI registered a First Information Report (FIR) against Rajbir Ghuman, Officer on Special Duty (OSD) to Chief Minister Mann, alongside five named co-accused: liaison Nitin Gohal, his brother Jitin Gohal (alias Raja), scheduler Dr. Romi Raja Mahajan, Aam Aadmi Party (AAP) youth activist Bir Devinder, and private associate RS Nagra, in addition to unnamed public servants and private individuals. This federal action was mandated by a High Court division bench comprising Chief Justice Ashwani Kumar Mishra and Justice Rohit Kapoor, following a Public Interest Litigation (PIL) filed by Advocate Nikhil Saraf.

The operational structure of the illegal rackets managed through the Chief Minister’s Office highlights how core administrative, regulatory, and discretionary powers of the state were commercialized. Rather than functioning as an executive governance unit, the CMO operated as an auction house where public postings, statutory enforcement actions, and state commercial contracts were monetized for private enrichment.
At the core of this operational framework was a structured “cash-for-transfer” network directed by OSD Rajbir Ghuman and primary liaison Nitin Gohal. Through this channel, placements and transfers of Indian Administrative Service (IAS) and Indian Police Service (IPS) officers, down to local Station House Officers (SHOs), were brokered for illegal cash fees. Nitin Gohal worked in tandem with his brother, Jitin Gohal (alias Raja), who was provided direct physical access to the CMO via Ghuman and Dr. Romi Raja Mahajan, an associate who coordinated access and scheduled private appointments.

The ED’s land fraud investigation revealed that Nitin Gohal facilitated political protection for real estate developers who defaulted on massive statutory fees owed to the Greater Mohali Area Development Authority (GMADA). In exchange for substantial bribes, the network arranged unauthorized Change of Land Use (CLU) clearances, issued statutory licenses, and shielded delinquent builders while public investors were defrauded of billions of rupees.
The broader reach of the syndicate was publicly detailed by BJP MP Swati Maliwal, who published video clips documenting the luxury lifestyles and private gatherings of key network members. Her public statements highlighted that the group included Nitin Gohal and Bir Devinder, showing how low-tier performers and flop artists from Punjab were awarded lucrative government program contracts with heavily inflated billing paid out of state funds.
Law enforcement interventions targeting these individuals previously captured dramatic visual evidence of bags containing physical currency being thrown from the roofs of residential buildings to evade forensic seizure. Furthermore, the network engaged in pre-issuance leaks of draft policy documents, manipulation of tender conditions, and targeted interference in departmental disciplinary proceedings.

Strategic political analysts view this scandal not as an isolated incident of personal malfeasance, but as a symptom of a structured executive ecosystem where the CMO functions as a centralized collection point for illegal funds. The moral standing of the administration disintegrated further during a high-profile viral video scandal.
The state government initially attempted to suppress the controversy by publicly claiming the footage was “AI-generated.” However, this defense completely unraveled when Haryana Police arrested two individuals in a sting operation as they attempted to bribe a forensic laboratory expert to alter official reports to shield Chief Minister Mann from forensic accountability. Following this exposure of active cover-up efforts, the Akal Takht formally declared Bhagwant Mann a “Guru Dokhi,” while the Shiromani Gurdwara Parbandhak Committee (SGPC) declared that the Chief Minister had forfeited his moral authority to govern the state.

This “Risk-Free Corruption Model” is constructed to neutralize federal investigations, rendering CBI FIRs, ED property attachments, and agency raids politically and operationally ineffective.
The strategic blueprint operates through six sequential phases:
- Massive Revenue Embezzlement: Systematically siphon public funds and private bribes totaling thousands of crores of rupees through controlled state policies, real estate clearances, manipulated tenders, and commercial licensing schemes.
- Political Victimhood Messaging: Immediately upon the execution of agency searches or the registration of FIRs, unleash aggressive public relations campaigns framing all law enforcement actions as “politically motivated attacks” and “electoral desperation” by political opponents.
- Judicial Delay and Appellate Obstruction: Employ high-priced legal counsel acting as bail agents and procedural obstructers to challenge High Court investigation orders in the Supreme Court, securing procedural delays and buying vital political time.
- Offshore and Digital Asset Siphoning: Rapidly route embezzled funds away from physical domestic premises using offshore hawala networks, virtual money laundering channels, digital assets, online payment systems, and cryptocurrencies. When investigating agencies search physical properties and find limited currency on site, publicly claim complete innocence based on the lack of immediate cash recovery.
- Luxury Incarceration Management: If key operatives or leaders face temporary detention, leverage control over state prison machinery to secure luxurious accommodations, special amenities, and institutional protection while incarcerated.
- Bail-as-Acquittal Re-emergence: Utilize top-tier legal representatives to secure judicial bail. Upon release, publicly misrepresent temporary bail as a complete judicial acquittal, retain the concealed capital, deploy the funds into election campaigns in new state territories, and re-apply the model without facing structural financial losses or returning to prison.

Although strategic projections indicate that the Aam Aadmi Party faces severe political headwinds and an unfavorable electoral environment for the upcoming 2027 Punjab Assembly elections, an electoral defeat will not automatically restore the state’s institutional health. The systematic hollow-out of the state treasury, the compromise of executive administrative bodies, and the distortion of real estate markets will persist far beyond the tenure of the current government.
Financial and governance assessments indicate that even if an honest, reform-oriented administration assumes power in 2027, it will require at least 20 years of uninterrupted fiscal discipline, institutional restructuring, and administrative reform to fully recover state finances, restore regulatory integrity, and rebuild the damaged state machinery. Reversing this institutional collapse will require comprehensive structural reform over piecemeal judicial prosecutions, as conventional law enforcement mechanisms remain constrained by a political strategy specifically designed to evade legal accountability.
