Canada’s Liberals Form Minority Government Amidst Trump Concerns

Canadian Prime Minister Mark Carney’s Liberal Party is set to form a minority government after a closely watched election. The outcome sees the Liberals returning for a fourth consecutive term, a notable shift in fortune for a party that was trailing significantly earlier in the year. The election was heavily influenced by concerns over United States President Donald Trump’s threats against Canada.

With almost all votes counted, the Liberals secured 169 seats in the 343-member House of Commons, falling three seats short of a majority. The main opposition Conservative Party, led by Pierre Poilievre, won 144 seats.

The Liberal Party’s rebound in support, after two years of challenging polls, was partly attributed to President Trump’s actions. Trump’s decision to impose tariffs on Canadian goods and his “repeated threats to make Canada the 51st US state” helped galvanise many Canadian voters behind the incumbent party. The resignation of former Prime Minister Justin Trudeau also played a role in the party regaining support following criticism over issues like the housing crisis.

The immediate focus for Prime Minister Carney, a former central banker, will be to address the Trump administration’s tariffs. Failure to do so swiftly could lead to a short “honeymoon” period. Carney confirmed he had spoken with President Trump, who congratulated him on his victory. The leaders agreed on the importance of Canada and the United States collaborating “as independent, sovereign nations” and plan to meet in person soon.

In a Twitter (X) message on April 29, 2025, Carney said, “Thank you, Canada. Our strength lies in our resolve to work together. United, we will build Canada strong.”

Operating a minority government means the Liberals will require the support of at least one opposition party to pass legislation and avoid no-confidence votes. The left-leaning New Democratic Party (NDP), which previously supported the Trudeau government, is expected to play this role. The NDP won seven seats, sufficient to help the Liberals surpass the 172-seat threshold needed for a majority in the House of Commons.

During his victory speech, Prime Minister Carney urged Canadians to maintain unity against President Trump’s perceived threats. He stated, “America wants our land, our resources, our water, our country.” Carney added that President Trump is trying to “break us so that America can own us; that will never … ever happen“.

Conservative leader Pierre Poilievre congratulated Carney on the victory. He stated his party would “do our job to hold the government to account“. Poilievre had been widely expected to become the next prime minister before the shifts in the race caused by Trump’s threats and the change in Liberal leadership. Notably, Poilievre lost his own seat in Ottawa.
