BRUSSELSNATO Secretary General Mark Rutte participated in an online meeting of the Ukraine Defence Contact Group (UDCG) on Monday (21 July 2025), highlighting a significant new initiative to enhance support for Ukraine. The meeting was hosted by German Minister of Defence Boris Pistorius and UK Defence Secretary John Healey.

During the UDCG session, Secretary General Rutte brought attention to an initiative he and US President Donald J Trump announced last week. This “open-ended” new initiative aims to boost support for Ukraine by opening additional US assets. This will be achieved through investment by Allies in Europe and Canada. Numerous Allies have already expressed interest in contributing to this voluntary effort.

The initiative is designed to complement a range of other ongoing support efforts from Allies. Crucially, it provides Ukraine with new access to US equipment and technology that the country has specifically requested for urgent delivery.

Given its extensive experience and established infrastructure, NATO will coordinate this voluntary support effort. This coordination will leverage NATO’s command in Wiesbaden, Germany, known as NATO Security Assistance and Training for Ukraine (NSATU). NSATU is already responsible for coordinating support to Ukraine and possesses logistical hubs located in the eastern part of the Alliance. The UDCG itself will also continue to play a vital role in these efforts.

This new initiative, alongside other support efforts, directly implements three key decisions made by leaders at the NATO Summit in The Hague just a few weeks prior. These crucial decisions included:

  • Increasing defence investment.
  • Ramping up defence production.
  • Supporting Ukraine.

The overarching goal behind all Allied security assistance to Ukraine is to bring the conflict to a just and lasting end as quickly as possible.
