
Netherlands Funds First NATO-Coordinated Ukraine Aid Package Under New Initiative
Secretary General Rutte has urged all NATO Allies to contribute to this burden-sharing initiative, noting his expectation of “further significant announcements from other Allies soon”.

Brussels/The Hague – August 4, 2025 – NATO Secretary General Mark Rutte today announced a significant step in Allied support for Ukraine, welcoming the first package of U.S. military equipment for Ukraine coordinated under the new NATO Prioritised Ukraine Requirements List (PURL) initiative. The Netherlands has taken the lead by fully funding this initial package, earning commendation from Secretary General Rutte.
“I commend The Netherlands for taking the lead and turning this initiative into concrete support on the ground, building on the steps taken last week by Germany to deliver more Patriot systems to Ukraine,” stated Secretary General Rutte.
The PURL initiative, born from an agreement between Secretary General Rutte and U.S. President Donald Trump at the White House on July 14, 2025, is designed to provide Ukraine with urgently needed equipment to defend against Russian aggression. Its ultimate aim is to bring the war to a just and lasting end, supporting President Trump’s peace efforts.

Key details of the PURL initiative include:
- Funding: The initiative is funded by European Allies and Canada.
- Package Value: It will consist of regular packages, each worth approximately $500 million.
- Contents: Packages will contain equipment and munitions identified by Ukraine as operational priorities, including capabilities that the United States can provide in greater volumes.
- Delivery: Packages will be prepared rapidly and issued on a regular basis.
Secretary General Rutte has urged all NATO Allies to contribute to this burden-sharing initiative, noting his expectation of “further significant announcements from other Allies soon”. This new effort directly implements commitments made at the NATO Summit in The Hague, where Allies agreed on the common responsibility of sharing support for Ukraine more evenly, and builds on decisions to increase defense investment and sustain support for Ukraine.
NATO will coordinate the delivery of these packages through the NATO Security Assistance and Training for Ukraine (NSATU) command in Wiesbaden. Working closely with Ukraine and the United States, Supreme Allied Commander Europe Alexus Grynkewich will validate packages that align with Ukraine’s critical needs, such as air defence, ammunition, and other essential equipment for rapid delivery from U.S. stockpiles.
The PURL initiative complements existing support mechanisms, including the NATO Security Assistance and Training for Ukraine (NSATU) Trust Fund, the Comprehensive Assistance Package (CAP), and the wide array of vital bilateral efforts by Allies and partners.
