
Germany Pledges $500M Military Aid for Ukraine Under NATO’s PURL Initiative
The PURL initiative is designed to address Ukraine’s most urgent operational requirements by providing equipment and munitions from U.S. stockpiles.

Brussels, August 13, 2025 – Germany today announced a significant commitment to Ukraine’s defense, pledging $500 million for a package of military equipment and munitions. This funding, sourced from the United States, falls under NATO’s newly established Prioritised Ukraine Requirements List (PURL) initiative.
NATO Secretary General Mark Rutte lauded Germany’s move, stating, “I commend Germany for stepping up once again. This delivery will help Ukraine defend itself against Russian aggression.” He further emphasized Germany’s role as “the largest European contributor of military aid to Ukraine,” highlighting that this new announcement “further underlines its commitment to help the Ukrainian people defend their freedom and sovereignty”.
The PURL initiative is designed to address Ukraine’s most urgent operational requirements by providing equipment and munitions from U.S. stockpiles. Germany’s contribution aligns with earlier pledges under this framework. The Netherlands had previously taken the lead by fully funding the initial package of U.S. military equipment for Ukraine, an announcement made by Secretary General Rutte on August 4.
Following this, a joint pledge was also made by Denmark, Norway, and Sweden. Each of these packages, including Germany’s, is valued at approximately $500 million.
