
Him Hit CGHS Faces Public Scrutiny After Failing to Respond to Corruption Notice Issued Under the Clean House Service

The President and Secretary of Him Hit Cooperative Group Housing Society (CGHS), Sector 22, Dwarka, have not responded to the formal Show-Cause Notice issued to them on November 19, 2025 under RMN Foundation’s Clean House anti-corruption service. This public report now provides the Managing Committee (MC) members another and final opportunity to respond before the case is formally submitted to the police, Registrar Cooperative Societies (RCS), Delhi Development Authority (DDA), and other law-enforcement authorities.
The notice was also copied to the Chief Minister (CM) of Delhi, whose office subsequently forwarded it to the Social Welfare / Cooperative Minister (Delhi), Vice Chairman of DDA, and the Divisional Commissioner for further examination.
This development also comes alongside the release of the India Corruption Research Report 2025 (ICRR 2025) on November 24, which carries an exclusive section on the pervasive crime, fraud, and environmental harm occurring in Delhi’s cooperative group housing societies.
Clean House Issues Public Notice on Alleged Fraud, Collusion, and Coercion at Him Hit CGHS
The Clean House service — founded and operated by national award–winning journalist Rakesh Raman — has publicly released the details of a corruption complaint filed by residents of Him Hit CGHS (Sadbhavna Apartments), Sector 22, Dwarka. Multiple residents, led by Rajat Mehrotra and Rajnish Thakur, submitted representations alleging grave irregularities in the Society’s administration.
The allegations include:
1. Fraudulent AGM Proceedings
Residents allege that the AGM held on September 14, 2025 was conducted irregularly, with falsified minutes and misrepresented resolutions aimed at pushing a dubious Floor Area Ratio (FAR) construction agenda.
2. Collusion with Builder Mafia Networks
The managing committee is alleged to be working in collusion with external builders who are facing legal scrutiny across Delhi for incomplete FAR projects, financial fraud, and extortion carried out through MC–builder partnerships.
3. Intimidation of Residents
Complainants report that bouncers and criminal elements were used to intimidate members opposing MC decisions — turning Society meetings into threatening, undemocratic events.
4. Environmental and Public Safety Threats
Residents warn that the proposed FAR construction would expose hundreds of families — including children and senior citizens — to toxic dust, dangerous pollution, noise hazards, and structural risks, especially given Delhi’s existing public–health emergency caused by extreme pollution.
5. Forced Collection of Money for FAR Project
Residents allege they are being coerced into paying for the FAR project despite widespread opposition and without legally valid, transparent consent mechanisms.
6. Matter Already Escalated to RCS
Residents have approached the Registrar Cooperative Societies (RCS) seeking:
- A statutory investigation into the MC
- Declaration of the AGM dated 14.09.2025 as “Null and Void”
The complainants inform Clean House that the RCS office had already issued a notice dated 11.11.2025 headlined “gross irregularities and malfeasance” by the Him Hit CGHS MC. The RCS directed the MC to submit a para-wise response to the residents’ complaint, including the video recording of the AGM of 14.09.2025, which residents allege was held fraudulently.

However, it is learnt that the MC has ignored the RCS notice, as it is allegedly determined to impose the lethal FAR (floor area ratio) construction on aggrieved Society members, even though the building is so structurally weak that it cannot safely withstand the breakage and stress caused by additional FAR construction.
7. Violation of Mandatory Website Requirement
Him Hit CGHS has not created the mandatory Society website required under RCS guidelines, preventing transparency and allowing the MC to operate without disclosing decisions, documents, or financial transactions.
MC Given Final Opportunity to Respond
Despite being given a detailed notice with a clear deadline of November 22, 2025, the MC has not responded. Through this public report, the Clean House service offers the MC one final opportunity to:
- Submit their explanation
- Provide documentary evidence
- Present clarifications or rebuttals to the allegations

If the Him Hit CGHS MC continues to remain silent, the Clean House service will escalate the case to police, RCS, DDA, and other law-enforcement bodies, along with complainant statements and supporting evidence.
