In a significant strategic shift, the United States has transitioned from pursuing diplomatic overtures to applying direct economic coercion against Moscow. Frustrated by a lack of progress in peace negotiations, the White House unveiled a new sanctions package specifically targeting the heart of Russia’s economy: its energy sector.
The stated purpose of the sanctions is to compel a change in Russia’s military posture. US President Donald Trump characterized the package as “tremendous,” expressing hope that the measures could be withdrawn swiftly if Russia agrees to end the war.
The move to increase economic pressure comes as negotiators from the US and Ukraine stressed that the path toward peace depends on Russia’s readiness to commit seriously to long-term solutions. Top negotiators, including US Special Envoy Steve Witkoff and President Donald Trump’s son-in-law Jared Kushner, met with Ukraine’s national security secretary, Rustem Umerov, and Brig Gen Andriy Hnatov on Friday.
This meeting marked the sixth round of talks in two weeks. In a joint statement, the negotiators affirmed that “real progress toward any agreement depends on Russia’s readiness to show serious commitment to long-term peace, including steps toward de-escalation and cessation of killings”. During the talks, the two sides “agreed on the framework of security arrangements” and discussed deterrence.
The Ukrainian delegation emphasized that its priority is “securing a settlement that protects its independence and sovereignty, ensures the safety of Ukrainians, and provides a stable foundation for a prosperous democratic future”. They also discussed Ukraine’s post-war future, including reconstruction of the battered country and economic initiatives with the US. The negotiators noted that reaching a ceasefire and de-escalating tensions are necessary to “prevent renewed aggression and to enable Ukraine’s comprehensive redevelopment plan”.
The US-Ukraine talks followed recent negotiations in Moscow, where Witkoff met with Russian President Vladimir Putin. Those talks did not lead to a compromise on a possible peace deal in the near four-year war. Two major points of contention remain between Moscow and Kyiv: the fate of Ukrainian territory seized by Russian forces and security guarantees for Ukraine.
Ukrainian President Volodymyr Zelensky, acknowledging a “real opportunity to end the war,” stated that negotiations must be “backed by pressure on Russia”. The US and Ukrainian negotiators are scheduled to meet again in Florida on Saturday.
