Canadian Prime Minister Mark Carney announced Wednesday (July 30) that Canada intends to recognize a Palestinian state in September 2025, specifically at the 80th Session of the United Nations General Assembly. This significant move, however, is contingent on the Palestinian Authority committing to holding democratic elections and implementing key reforms. Carney’s statement followed a discussion with Palestinian Authority President Mahmoud Abbas earlier the same day.
The Prime Minister emphasized that the suffering in Gaza has become “intolerable” and that recognizing a Palestinian state is essential to preserve the prospects of a two-state solution. Canada has historically supported the concept of a future Palestinian state coexisting peacefully alongside Israel.

Canada’s announcement comes amid similar declarations from its allies in recent days:
- The United Kingdom, through Prime Minister Keir Starmer, stated its intention to recognize a Palestinian state in September, provided Israel agrees to a ceasefire in Gaza, allows United Nations aid into the region, and takes further steps towards long-term peace.
- France made a similar declaration last week, but without specifying conditions. French President Emmanuel Macron confirmed France’s intent to recognize a Palestinian state at the UN General Assembly in September, stating there was “no alternative” to such recognition.
Domestically, the issue of recognizing a Palestinian state has garnered growing political support within Canada. In the past week alone, several Liberal Members of Parliament (MPs) urged the government to follow France’s lead.
Toronto MP Salma Zahid and Montreal-area MP Sameer Zuberi both called for Canada to join France in announcing recognition via social media. Fares Al Soud, who represents Mississauga Centre, further asserted that “justice for the Palestinian people demands recognition”.
Last fall, dozens of MPs from various parties, including the Liberal Party, NDP, Bloc Quebecois, and Green Party, supported an international call for the recognition of Palestinian statehood.
