
Uruguay Makes History by Signing Global AI Human Rights Treaty
The Framework Convention establishes a comprehensive legal framework that applies across the entire lifecycle of AI systems.

Strasbourg, 2 September 2025 – Uruguay has become the first Latin American country to sign the Council of Europe’s Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law. This significant event marks Uruguay’s commitment to the first-ever international legally binding treaty specifically designed to ensure that the use of Artificial Intelligence (AI) systems is fully consistent with human rights, democracy, and the rule of law.
The treaty was formally signed in Strasbourg by Enrique Emilio Loedel Soca, Uruguay’s Ambassador to France. The signing took place in the presence of Bjørn Berge, the Council of Europe’s Deputy Secretary General.

By joining this convention, Uruguay becomes one of 17 signatories to date. The other signatories include eleven Council of Europe member states, alongside Canada, Israel, Japan, the USA, and the European Union.
The Framework Convention establishes a comprehensive legal framework that applies across the entire lifecycle of AI systems. Its primary objectives are to promote progress and innovation in AI while actively managing and mitigating the risks that these technologies could pose to human rights, democracy, and the rule of law. A key feature of the convention is its technology-neutral design, which aims to ensure its enduring relevance and effectiveness as AI evolves.
