
Delhi Journalist Alleges “Lethal” Noise Pollution, Urges Authorities to Act on Illegal Construction
Raman’s complaint highlights a wider issue of alleged corruption and lawlessness within cooperative group housing societies in Delhi.

NEW DELHI – A prominent journalist and humanitarian, Rakesh Raman, has filed an urgent complaint with top Delhi officials, including the Municipal Corporation of Delhi (MCD) and Delhi Police, alleging “constant damage” to his home and “lethal noise disturbance” from ongoing unauthorized construction at DPS CGHS, Sector 4, Dwarka, New Delhi.
In a letter dated September 21, 2025 sent to Mr. Ashwani Kumar, the Commissioner of the MCD, Raman, a government national award-winning journalist and founder of the RMN Foundation, claims his home at DPS Apartments, Sector 4, Dwarka, is being affected by “intolerable hammering, stone crushing, and building breaking.”
Raman’s complaint highlights a wider issue of alleged corruption and lawlessness within cooperative group housing societies in Delhi. He states that despite repeatedly informing the DPS CGHS supervisor, his requests to stop the disturbance have been ignored. DELHI HIGH COURT DIRECTIVE
The journalist’s complaint echoes a recent Delhi High Court directive for the MCD to take action against unauthorized construction, with police instructed to prevent further violations. Raman claims that the management committee (MC) of his housing society, which he describes as “one of the most corrupt,” has failed to regulate the nuisance.
He also accuses officials at the Registrar Cooperative Societies (RCS) office of taking bribes from housing society MCs to allow them to commit crimes. This, Raman alleges, contributes to the rampant corruption and suffering of millions of residents.
Raman, who has been running the “Clean House” anti-corruption social service for seven years to help residents, has requested that the authorities deploy a team of “honest officials” to immediately halt the construction and get his damaged home repaired.

Under the Delhi Municipal Corporation Act of 1957, unauthorized construction is a punishable offense. Additionally, the Noise Pollution (Regulation and Control) Rules, 2000, sets specific decibel limits for different areas, making excessive noise from activities like construction a violation. The penalties for such violations can include fines and imprisonment.
Raman is seeking an immediate response and action from the authorities to address the alleged violations and protect residents from further disturbance.
