
NATO Secretary General Visits Norway’s High North, Stresses Strategic Importance and Defence Spending Ahead of Summit
Looking ahead to the NATO Summit in The Hague, the Secretary General highlighted the necessity to increase defence spending.

BODØ, Norway – NATO Secretary General Mark Rutte visited northern Norway on Thursday (22 May 2025), meeting with Norwegian leaders including Prime Minister Jonas Gahr Støre, Minister of Foreign Affairs Espen Barth Eide, and Minister of Defence Tore Sandvik. The visit included observing a demonstration of NATO’s multidomain capabilities in the High North.
Speaking aboard the Norwegian Coast Guard vessel Svalbard alongside Prime Minister Gahr Støre, Secretary General Rutte praised Norway’s leadership and underscored the strategic importance of the region. He highlighted the visit as crucial for NATO and Norway, and for understanding how allies collaborate to ensure the safety of NATO territory.

Secretary General Rutte emphasized the value of coordination among the seven NATO countries with territory in the High North: Iceland, Norway, Finland, Denmark, Sweden, Canada, and the United States. He stated that Norway, as one of these seven nations, is an important element in better understanding the situation in the High North. Rutte noted increasing joint efforts among allies and greater NATO involvement to coordinate these efforts. He also pointed out that sea lanes are opening up and both Russians and Chinese are becoming more active in the area.
Looking ahead to the NATO Summit in The Hague (June 24-25), the Secretary General highlighted the necessity to increase defence spending. He stressed that allies must invest to acquire the capabilities needed to defend NATO both now and in the future, acknowledging that Russia is actively reconstituting itself. Mr. Rutte also cited China’s military build-up and ongoing terrorist threats as reasons why NATO allies will need to invest well above the target of 2% of GDP.
The Secretary General also brought attention to the importance of civil preparedness. He described Norway as an absolute leader in adopting a whole-of-society approach. Rutte stated that the entire society needs to be involved if the threat from Russians is long-term.
