Rahul Gandhi’s ‘Vote Chori’ Campaign: Repeating Past Patterns of Opposition Failure

The “Vote Chori” Campaign Unveiled

The Congress party initiated its “Vote Chori” campaign on August 10, demanding enhanced transparency from the Election Commission of India (ECI) in the maintenance of voter rolls. This initiative, described as a fight for “clean voter rolls” and fair elections, was launched through a dedicated web portal, votechori.in, and a call-in number.

The platform allows users to support the demand for machine-readable digital voter lists, download alleged “vote chori proof,” report electoral fraud, and obtain a digital certificate signed by Congress leaders. The certificate endorses Gandhi’s call for transparent voter rolls, and supporters can also join by giving a missed call to receive an SMS link for registration.

Rahul Gandhi, the Congress’s Leader of Opposition in the Lok Sabha, has alleged “huge criminal fraud” in the 2024 polls, accusing the Bharatiya Janata Party (BJP) and the ECI of collusion. The campaign asserts that the vote, a fundamental aspect of Indian democracy, is under “systematic attack” by the BJP, with the “complicity of the commission”. Congress leaders and supporters have actively promoted the campaign on social media, sharing certificates and amplifying claims of electoral malpractice.

As an example, the Congress claims that over 1 lakh (100,000) fake voters in the Mahadevapura Assembly segment of Bangalore Central enabled the BJP to secure the Lok Sabha seat. Rahul Gandhi’s August 7 press conference further detailed these allegations, citing 1,00,250 manipulated votes in Mahadevapura through duplicate voters, invalid addresses (e.g., “House Number 0”), bulk registrations, invalid photographs, and misuse of Form 6.

The party specifically claims these irregularities were pivotal to the BJP’s victory in Bangalore Central by a 32,707-vote margin, despite the Congress winning six out of seven assembly segments in that constituency. Similar issues are also alleged in Bihar, with instances like 269 voters registered at a single address in Muzaffarpur and 247 in Jamui. The Congress has warned that comparable manipulations across 70-100 constituencies could “destroy free elections”.

Election Commission’s Firm Stance and Counter-Arguments

The Election Commission of India has responded to Rahul Gandhi’s allegations with a firm stance. The Commission has reiterated its demand that Rahul Gandhi submit a signed declaration under Rule 20(3)(b) of the Registration of Electors Rules, 1960, providing specific details of the alleged ineligible voters, or else “apologize to the nation”. In a post on Twitter (X), Rahul Gandhi stated, “Vote chori is an attack on the foundational idea of ‘one man, one vote'” and demanded the EC be “transparent and release digital voter rolls so that people and parties can audit them”.

However, via its voter education wing, ECISVEEP, the Commission labeled Mr. Gandhi’s claims as “false and misleading” on social media platform X. The ECI clarified that while voter rolls are available in PDF format, they are withheld in machine-readable form to prevent misuse, citing privacy concerns and legal precedents.

The Chief Electoral Officer of Haryana has also issued a formal notice, directing Mr. Gandhi to provide documentary evidence within 10 days to substantiate his claims of irregularities in the state’s electoral rolls, requiring a signed declaration under oath. The BJP has dismissed the “Vote Chori” campaign as a mere political stunt, suggesting that the Congress should file election petitions instead of making unsubstantiated claims.

Rahul Gandhi’s Track Record and Perceived Ineffectiveness

The “Vote Chori” campaign has drawn parallels to Rahul Gandhi’s past political initiatives, which have been criticized for lacking sustained action. In 2019, he launched a similar chowkidar chor hai’ (PM Narendra Modi as watchman of the country is a thief) campaign, extensively using the slogan before the Lok Sabha election to discredit Prime Minister Modi over his alleged involvement in the Rafale deal corruption.

Rahul Gandhi had frequently referred to Modi as a “thief” for allegedly stealing Rs. 30,000 crore (~ US$ 4 billion) in the Rafale deal, which he claimed was handled in a “shady manner”. However, after the “corrupt Supreme Court of India” closed the Rafale case without investigation, Rahul Gandhi reportedly “slept quietly at his home without intensifying his campaign”.

This pattern of launching campaigns by Rahul Gandhi but not sustaining them is cited for other significant issues as well, including the Manipur violence, farmers’ protests, women wrestlers’ sextortion by a BJP leader, Pulwama terror attack, Modi-Adani collusion in financial crimes, Pegasus spyware, and Operation Sindoor (including the Pahalgam terror attack). While Prime Minister Modi is allegedly involved in all such cases, Rahul Gandhi has “never sustained his campaigns against Modi and his BJP,” often only discussing them briefly on Twitter or in Parliament, which is described as a “defunct institution”.

Critics portray Rahul Gandhi as a “very weak politician” who makes “shallow statements without taking any concrete action to resolve the public issues”. He is characterized as a “failed opposition politician” who “operates as a news reporter or a YouTuber” rather than a “true opposition leader who can lead sustained campaigns on the streets”. This is attributed, in part, to being “surrounded by sycophant Congress leaders, pseudo activists, self-styled psephologists, and weak Congress workers”.

Concerns are also raised regarding the effectiveness of his communication strategy. It is “assumed that Congress and Rahul Gandhi measure the success of their rhetoric from the useless YouTube programs hosted by a slew of naive Hindi YouTube channels,” which are “presumably funded by Congress” and engage in “false propaganda” to project Rahul Gandhi as a mass leader.

However, Rahul Gandhi is said to “fail to understand that in a country of 1 billion (100 crore) voters, Twitter or other social media platforms such as YouTube do not engage with even a fraction of voters”. The “real engagement on Twitter, YouTube, etc. is only a few million voters, which is like a drop in the ocean”.

Furthermore, nearly 80% of Indian voters are considered “totally illiterate” and cannot read names on voting machines, relying instead on party symbols. These uneducated or semi-literate voters “cannot use social media platforms – full of fake engagement – on which incompetent Rahul Gandhi is relying”. It is also noted that “most social media users do not vote in elections,” which typically have around 60% voter participation.

Broader Implications and Opposition Strategy

The “Vote Chori” campaign has garnered support from Congress allies, including the Trinamool Congress and other members of the INDIA bloc. These allies are planning a “Matdata Adhikar Yatra” (Voter Rights March) in Bihar, scheduled to begin on September 1, to highlight electoral issues. This campaign is seen as escalating the Congress’s challenge to the Election Commission’s credibility ahead of Bihar’s assembly elections.

One speculative outcome suggested is that Prime Minister Modi might “temporarily allow Congress and its allies to win the Bihar election to prove that Rahul Gandhi’s allegations were false”. However, this could be followed by “other malpractices such as bribing the victorious MLAs to rope them in BJP,” potentially leading Modi and the BJP to form their government in Bihar, similar to what has reportedly occurred in Maharashtra, Madhya Pradesh, and other states.

Educated observers claim that without “electronic voting machine (EVM) manipulation, electoral roll frauds, bribes to voters, threats to voters, etc.,” Modi and the BJP “cannot win even a single election” given the widespread public suffering from “unprecedented poverty, unemployment, corruption, lawlessness, inflation, and religious animosity” in BJP-run states and under the Modi regime.

However, the current political landscape is described as lacking an “aggressive and intellectual opposition leader who can defeat Modi and BJP”. Consequently, it is suggested that with “selective electoral manipulation and collusion with ECI, Modi and BJP will keep winning elections at will and Rahul Gandhi will keep making shallow rhetoric without any favorable outcome”.
