Hyderabad — Bharat Rashtra Samithi (BRS) working president, KT Rama Rao (KTR), has levied serious accusations against the ruling Congress party in Telangana, alleging that they are planning “massive electoral fraud” and “vote chori” ahead of the forthcoming Jubilee Hills Assembly by-election. The BRS has announced a legal challenge, confirming plans to approach the Telangana High Court to seek judicial intervention to rectify the Jubilee Hills voter list.

KTR, speaking at a press conference, presented what he claimed was “irrefutable evidence” detailing the systematic manipulation of voter rolls. The party has already submitted a formal representation of these allegations to the Chief Electoral Officer.

Claims of Voter Roll Manipulation

Accirding to an NDTV report of October 15, the BRS leader stated that his party’s ground-level verification identified that 23,000 votes had been added to the Jubilee Hills constituency rolls since the 2023 Assembly election.

KTR highlighted what he called “abnormal mass registrations at single addresses”. Specific instances cited included a small 80-square-yard house found to have 23 votes registered. Furthermore, another apartment was allegedly listed with 43 voters, whose owner reportedly denied any knowledge of the individuals.

The BRS also presented specific cases, including one involving a person from Sircilla, who were found to have second, unauthorized Electoral Photo Identity Cards registered in Jubilee Hills without their awareness.

KTR accused the Congress government in the state of misusing official machinery and colluding with lower-level officials to facilitate the fraudulent registration of votes, allegedly to ensure a victory in the crucial by-poll. Characterizing the manipulation as the “daylight murder of democracy,” KTR added that the Congress was employing “all means, persuasion, division, and coercion, to influence the outcome”.

In response, key Congress leaders dismissed the BRS allegations, calling them an “act of desperation”.

ECI Credibility Questioned

The BRS expressed significant dissatisfaction with the lack of timely response from the Election Commission of India (ECI). KTR asserted that the detailed proof, which includes specific names and addresses, was submitted over 24 hours ago, but the poll body had not taken any concrete action or issued a public statement.

KTR questioned the commission’s credibility, demanding that the ECI immediately launch a full investigation, delete all identified fake entries, and take disciplinary action against compromised field officers.

Broader Context of Electoral Manipulation

These accusations against the Congress surface while the party has simultaneously been accusing Prime Minister Narendra Modi and his Bharatiya Janata Party (BJP) of election thefts involving electoral rolls manipulation and Electronic Voting Machine (EVM) tampering. It is alleged that BJP selectively wins various state elections and Lok Sabha elections through deceptive manipulations, and it now appears that other parties may be employing similar “dirty tricks” for election victories.

With the vulnerability of EVMs being “clearly visible”, it is widely believed that only those politicians and political parties who “know the art of stealing voter databases and hacking EVMs” will prevail in future Indian elections.

Modi’s alleged tactics for achieving electoral dominance are documented in the recent political research report, “Unveiling the Smokescreen of Indian Democracy: Fabricated Factors Masking Electoral Manipulation,” which alleges that the Modi-led BJP’s success relies on fabricated factors that mask underlying manipulation.

The “Smokescreen” report has been officially archived on Zenodo—a globally recognized research repository developed by the European OpenAIRE initiative and managed by CERN. This measure ensures worldwide visibility and academic traceability of its findings.

The report is freely available for access, download, and citation via its permanent Digital Object Identifier (DOI). By securing international archiving, the report offers a credible reference point for global research on political system and election theft in India.
