NEW DELHI, November 5, 2025 — Congress leader Rahul Gandhi launched a broadside against the Bharatiya Janata Party (BJP) on Wednesday (November 5) , accusing the party of widespread electoral manipulation and tampering with the mandate during the Haryana assembly elections. Speaking at a press conference, Gandhi claimed there was a theft of 25 lakh votes in Haryana.

Gandhi unveiled what he termed the “‘H’ Files,” which he asserted demonstrated how an entire state had been stolen. He alleged that the manipulation was not confined to individual constituencies but was occurring at both the state and national levels.

Detailed Allegations and ‘H Files’ Claims

The alleged 25 lakh vote theft in Haryana, according to Gandhi, included several specific categories: 5.21 lakh duplicate voters, 93,174 invalid voters, and 19.26 lakh bulk voters. He further claimed that one in eight voters listed in the Haryana electoral roll were fake.

Highlighting a specific example of alleged fraud, the Congress leader claimed that a woman, identified as a Brazilian model, voted 22 times across 10 different booths in the Haryana assembly elections. This woman allegedly used multiple names, including Seema, Sweety, Saraswati, Rashmi, and Vilma, although she turned out to be a Brazilian model. Gandhi questioned the identity and origin of this individual.

Gandhi accused the Election Commission (EC) and the BJP of hatching a conspiracy to “convert Congress’ landslide victory into a loss,” noting that all exit polls had pointed toward a Congress victory in Haryana. The Congress party had received numerous complaints from its candidates in Haryana that “something was wrong and not working,” leading to their predictions going “upside down”. The party’s suspicions arose from similar experiences in Madhya Pradesh, Chhattisgarh, and Maharashtra, prompting a detailed investigation into the Haryana results.

The Congress leader emphasized that he wanted India’s youth and Gen Z to understand the seriousness of the issue, stating that it concerned their future. He maintained he was questioning the democratic process and the EC with “100% proof”.

EC Rebuttal and Broader Political Context

The Election Commission of India (ECI) subsequently questioned Gandhi’s “H-bomb” allegations, asserting they were unfounded and asking why no Congress agents had raised objections during the electoral process.

Despite the detailed claims, Gandhi faces significant criticism for his alleged inaction following such presentations. Sources note that he repeatedly wastes time accusing PM Narendra Modi and the BJP of vote theft. While he has alleged theft in multiple regions, including Maharashtra, Madhya Pradesh, Uttar Pradesh, Chhattisgarh, and successive Lok Sabha elections, he and the Congress party have failed to take a single step to stop election theft.

Gandhi has not demonstrated an eagerness to approach the judiciary—which is described by critics as largely corrupt—to ensure free and fair elections. He claims that Prime Minister Narendra Modi, Home Minister Amit Shah, and other BJP Chief Ministers are not legitimate office bearers, yet he accepts them and continues to contest elections within the same system he criticizes. After revealing vote thefts, Gandhi allegedly goes quiet, waiting for the next election defeat.

Opposition Criticized for ‘Political Impotence’

Critics contend that Rahul Gandhi, described as a rich man, is merely working as a social media influencer or news reporter rather than operating as the Leader of Opposition to effectively check electoral fraud. He is reportedly not prepared to protest on the streets, even fearing that the BJP and Modi will win the upcoming Bihar election through “vote chori”.

When journalists inquire whether Gandhi will lead continuous protests and demonstrations on the streets to stop vote theft, he either sidesteps the question or digresses to irrelevant topics, leading to his description as a “politically impotent, scared man”. He is accused of asking the youth or Gen Z to hold protests while he himself seeks to live in a “cozy, cocooned environment”.

Alleged Electoral Manipulation and Societal Impact

The alleged tactics of PM Modi are detailed in a recent political research report titled, Unveiling the Smokescreen of Indian Democracy: Fabricated Factors Masking Electoral Manipulation,” which claims that the Modi-led BJP’s electoral dominance relies on fabricated factors that conceal underlying manipulation.

Because elections are allegedly not fair and transparent, honest and educated candidates are often reportedly not elected. Consequently, nearly 1.4 billion Indians are reported to be suffering under the Modi regime, grappling with unprecedented poverty, corruption, inflation, unemployment, lawlessness, and religious animosity.

With the main opposition party, Congress, led by Rahul Gandhi, described as very weak, Modi’s alleged election manipulation goes unchallenged. As a result, predictions suggest Modi and the BJP will continue winning elections “at will,” while Rahul Gandhi will persist in making “meaningless rhetoric” on ineffective social media sites such as Twitter and YouTube.

The political research detailing these serious allegations has served as the basis for a worldwide Call to Filmmakers to produce a global political thriller titled “The Smokescreen”.

The complexity of electoral fraud allegations, often involving highly technical data and systemic critique, can be viewed like trying to track invisible ink. One side presents documents claiming theft (the ‘H Files’), while the other (the EC and BJP) dismisses the claims as baseless and questions why internal guards (Congress agents) failed to spot the issue immediately.

Meanwhile, critics argue that merely presenting the ‘invisible ink’ isn’t enough; true opposition requires translating that evidence into visible, sustained street action or legal challenges.
